Mate Problem

Overall I have been successful working with the mates in Onshape. But I have one that is causing me problems. I have a part that requires its location set from the center of part as well as needs to be rotated as well.
The blue rectangle in the upper right needs to position similar to the one the on lower left. The lower left was re drawing in the correct orientation to get around the revolve issue. It is is not a solution I am satisfied with.
Any suggestions for mate order or mates to locate the part in space and then control its rotation about the center of the assembly?

Check in this sample document the mate connector created in the Part Studio
Then you can add revolute or cilindrical mates like the ones you can see in the assembly
