How can I draw a line that is on a specific angle ie. 59 degrees from a circle up wards to a fixed horizontal line?

    This sounds like a basic sketching question. Check out the tutorial linked below. But to answer your question, you will need to add a dimension between your line and another linear reference. That reference can be a construction line attached to your circle.
