Sculpt Surface update to Release 3!

Sorry for taking so long to update this feature, but there's finally some new functionality to sculpt surface!
New Features:
1. Edge Static sculpt mode: Previously, sculpt surface would fail for faces that had tangencies defined at the edges (like a face with tangent faces around it). In order to be able to get around this, as well as to make sculpt face more useful for engineering purposes (where hard, rigidly defined edges are necessary for many designs), a new mode of sculpt has been made that will preserve all outer edges of a face. (It uses Fill Surface at its core, and uses manipulators to adjust reference points).
2. "Do Not Rebuild" button: Sculpt tend to take a while to rebuild (I haven't put too much effort into optimizing for performance yet), and so there is a new checkbox that allows the user to enable/disable the building of the final output so that sculpting can be done quickly, and then built before finishing the feature.
3. Reference sketches for both modes are possible: For Edge Static mode, reference points are used, and for Edge Dynamic mode reference U and V splines are used. There isn't an ability to define parametrically the height of the sculpt points or use external references once sculpt is started, but that will likely be implemented in the next update.

Would love to be able to move multiple manipulators simultaneously and by specific distances
