In what form does a "Requestor" requests to create a new design ?

1. Can the Requestor select a standard design and mention attribute changes to create a new one ? this effectively means the request is verbatim instructions to the Design Engineer.
2. Can the Requestor or Originator for the design define rules which can avoid other users from making unacceptable design modifications?

Approvers and Observers can reject or discard a new release but there are no place to mention attribute changes or instructions to the Design Engineer. But they can use the standard comments, or the description of that releaseUn saludo,
