Fillet tool - missing functionality.

It appears the fillet tool is missing functionality.

    Change "Measurement" type to "Radius". Under the hood these operations are quite different, so we customize the UI on the fly to match. For example a constant width blend is implemented as a face blend, while using the blend radius allows for an edge blend, with many more controls.
