What is the easiest way to be able to copy and edit an Assembly that belongs to someone else?

There are many times when I need to modify parts within a (public) assembly that is owned by someone else.

For Parts, I can Derive them. Is there an equivalent for Assemblies? If I Derive the parts in an assembly, they show up all bunched together in the origin. I would like to have them in the correct Assembly locations. It seems like the method is to export their assembly as a STEP, download it, and import it. If I export it as a STEP to a document tab, can I Import or view that STEP directly from the tab?

Is there a better way that I haven't mentioned?
