For a part that is going to be traditionally manufactured I would always start with the solid block of material that it would be made from. Cetainly as someone starting CAD. You are then thinking about the manufacturing process as you model the part.
Having said that,
Your part is symmetrical, so, from the full billet of material you could take out the material on both sides in one sketch/ extrude. Both holes in a second and the slope in a third, giving a total of four sketch/ extrudes.
If absolute minimum is the goal then sketching the front face to extrude back would reduce the total by one.
