How can I have this extrusion follow the surface
I'm trying to extrude a lip that follows the yellow line below (~1mm down from the existing edge). I have a surface that follows the same edge, but when I set the "second end position" to "up to part" and choose the surface with an offset, it doesn't generate at all. I tried a number of options here but couldn't get it to generate properly.

Have you tried up to face or up to vertex?
Yes, but I'm not sure how either of those can be made to handle the different heights in a single extrusion.
I've managed to get the lip as desired with two extrudes: one to fill the entire gap with material, and another to remove the extra material. However it seems like it should be possible in a single extrude, or not?
There is more than one way to skin a cat. Extruding up to some object is one. Creating the whole enclosure in one piece and then split it by some suface object or by boolean intersection, or by means of a projected sletck curve might be other, more powerful methods.
You can do it as a single extrude by setting the starting offset to the top of the wall. The second end position then becomes the gap size.
I may be missing something, but it seems that those settings result in the extrusion only occurring on half the surface, depending on which shadow face I select for the offset
Sorry was going to amend my comment but I had to wait for approval. Extruding down from the top surface should work for that. I swapped the Up to part direction, removed the second end position, changed the starting offset to be a face on the top part and added an offset direction.
