better approach to multiplying lofts on cones

I wanted to try to create lofts on multiple cones on a base: [link]. I did not find a good way to produce the shape without drawing each cone on it's own.
2 Questions
- would I rather create the pattern in drawing (multiply the circles in the drawing) or once a cone is finished?
- I tried to draw the middle one, and thought I could make a circular copy around it, but this was not possible.
I guess I tried this the wrong way. How would this be done "correct" without an immense amount of manual drawing :)

Wow! That's a lot of work. A better approach would be to, in a sketch, create a profile of the cone and a centerline and use the Revolve tool to create a cone. Then use the Linear Pattern tool to create the other cones; unwanted instances can be Skipped. The base can be created on the bottom of a cone with a circle and the Use tool to capture the bases of the cones and then Extrude the resultant sketch. - Scotty
