Need help with removing something

I tried to remove the lowest layer of stuff where the cylinder hole was supposed to extend, but it doesn't seem to be working and every time when I rotate the object, the head of the screw keeps "flashing". Could someone please help me resolve this problem, while keeping everything else intact? Thanks! Also, my document sketch tabs are kind of messy.
