Rotation Offset using Mate Connectors

Currently with a gearbox that I'm working on I have normally been using the move dropdown with mate connectors to rotate them in order to visualize the gear teeth meshing properly. This method has worked for me before but however in this case I'm showing right now it seems to be doing nothing?
