Hard to know what exactly you're going for, but if my guess is right, you should do the Shell last.

yes i have since figured that out for the most part, and moved pretty far from that point and now im fighting to make the loft round where i need it to be.https://cad.onshape.com/documents/8fa88fb48f15ae468711f2da/w/c7b36ec6c2b1667fa1be4e44/e/7a6cab2778967358188b97b2

setting your start and end conditions of the loft to be normal to profile may get you what your looking for.

thanks MDesign that did help some (dont entirly like the geometry) I still couldnt create a solid only a surface but that's fine for what I'm going for, but now it is'nt fully constrained? considering is grey now. https://cad.onshape.com/documents/8fa88fb48f15ae468711f2da/w/c7b36ec6c2b1667fa1be4e44/e/7a6cab2778967358188b97b2

You can also play with the magnitudes on those end conditions to get the curvature that you want.

you have any idea why its not constrained? when exporting that in a stl it seems fine but in any other format it isnt so I need to sort out how to make it a full part

Any idea why "what" is not constrained? It is a full part as shown by the one part in your parts list. I'm not following what the issue is. You'll need to provide more details about what your trying to do and what you can't do.
