Hard to know what exactly you're going for, but if my guess is right, you should do the Shell last.

setting your start and end conditions of the loft to be normal to profile may get you what your looking for.

You can also play with the magnitudes on those end conditions to get the curvature that you want.
you have any idea why its not constrained? when exporting that in a stl it seems fine but in any other format it isnt so I need to sort out how to make it a full part
Any idea why "what" is not constrained? It is a full part as shown by the one part in your parts list. I'm not following what the issue is. You'll need to provide more details about what your trying to do and what you can't do.
i figured it out, i had started with the loft and did a surface with the loft and it didnt create a part for whatever reason even when set to new, i ended up deleting the loft and extruding the flange and then doing the loft and it fixed it, now onto the next issue i need to put a bung somewhat inline on the loft itself if tried several times with multiple planes and i just cant work it out, is the an easier option to start a sketch on the loft the bung will also be on multiple angles on top of the loft. this is what i tried doing and wasnt working properly.

What you are doing in your link would work. you just got to get the sketch plane oriented in the way that you want to get the bung to extrude back into the loft.
I change the angles and then all the sudden they flip or do wild stuff. I gave up messing with it I think, the part I can buy for that bung I’ll just weld it on ha.
