Menu bar

Hi all,
Sometimes I get a menu bar appear across the bottom of the screen (see attachement), particularilly sometimes when I start up. As soon as I start to work it disappears and sometimes it isn't there at all. I'm not sure what I'm doing, but is there a way to turn this menu on and off?

Typically that that toolbar is shown if you only have viewing permissions.
