Sheet Metal Model from apparently continuous surface

Why can't I generate a continuous metal surface from this model?
Even though I select the edges to bend, the software doesn't accept my choice, saying it can't generate the surface...

    Got it!

    But I managed to solve it in a "cheating" way...
    I created a cone using polygons, not circles... This created a faceted cone. From there, the software understood how to join the faces into a single metal piece.
    Thanks for the help, friends!
    I hope the software development team at least tries to fix this, because empirically speaking, the operation was possible from the start...
