how and why does a fillet act like so?

Hello people, can someone please explain to me to how the "fillet" does a cut like so?
I mean, that I don't understand the thought process behind it… How and why is this the reaction to these commands that leads to this shaping?

Incrementally change the size and you'll discover why it acts like that.
My point was less about the practical change, But the general thinking process of the action.
How does the carevature reshapes a model like so. (kinda, the "math" behind it…)
It's just cutting away 1500mm radius around the path of your circle. if you make is smaller it will become apparent at what its doing. which is why I suggested that. click your cursor on the radius value and hover there and use the scroll wheel to see how it changes with the value changing.
