Mate overdefines the assembly

I am trying to make it so that the three steps are connected to the two beams either side with revolute mates. This way if one of the steps is rotated the other two rotate with it. But when I go to do the very last revolute mate it says that it overdefines the assembly. Whats going wrong?

Your document isn't public, so it's hard to see exactly what's going on, but I think you are adding slider and revolute mates to the same mate connectors. That will definitely overdefine the assembly. Use a cylindrical mate instead (basically a slider and revolute combined).
