Why is the top not parallel with the side all around.

I noticed the side rails of the ladder weren't plum. I set the sketch for the side rails parallel to the plane of the top edge of the tank and centered with the origin. This also reared it's ugly head with the top, it also showed an offset in the horizontal plane - it too is parallel with the top of the tank and perpendicular with respect to the origin. When I did the inscribed shape to establish the tank… just a feel on the dimensions compared to a picture for what was 'right'… it was (so I thought) parallel to the top plane. Somewhere it went askew with a runout. Never encountered this problem up to this point.

That is because the center axis you used is just some line from a sketch and isn't vertical, and still you relied on it in further steps, E.G. anchored a mate connector on it.
But that is only a symptom. This model is built in a really strange manner, requiring you to do many error prone steps repeatedly. Near all the transforms could have been assembly patterns. Why create two ladder sides when one could be mirrored? Why create all the individual rungs in a horzontal layout, when one rung could be patterned vertically and right in place? You really need to learn about assemblies. It'll save you a lot of time and effort.
