help, can't create a tube with a 40% open side

Hello,
I’m trying to design a cable support, but I’m having trouble making it open. I need to be able to slide it in from the side, slightly away from the centre so the cable clicks and stays in (where i've put the red line), so there has to be an opening. Unfortunately, everything I try gives an error, and Google searches haven’t been very helpful. Could anyone please advise me on how to do this?

Create an offset plane at the required height, then use that plane as a cutting tool inside the Split tool.
