Order of constraints effects validity of sketch?

Hi, I am relatively new to onshape, and I have been playing around with constraints. I noticed that when I dimension a rectangle, and then try to make the two bottom vertices coincide with a circle, it says over defined. But, if I make the coincidences first, and then dimension the rectangle, it works fine. Any help is appreciated!
