Configuration Horizontal Scroll - Currently, the horizontal scroll bar for the configuration panel is at the bottom of the configured rows. This means that you have to scroll all the way down before you can scroll right or left. This improvement will keep the horizontal scroll bar "always in front" or floating, similar to the column titles.
