Center point between two lines of an arc

A can't choose a center of this section constrained by two points and construction lines. Midpoint feature didn't do any good, so what should I do?

    It's not an arc. It's a full circle. There is no midpoint on a circle. I would draw a construction line from the center of the pattern to the edge of the circle. Then place a symmetric constraint between the to adjacent hole centers. Voila, you have your midpoint.
