Fix is not a mate (which is why it's not in the toolbar) - it is a "temporary constraint" to stop parts moving around while you fasten or group them together. As such, a fix "constrain… (View Post)1 -

Either use the Transform feature (by Mate connector is easiest) to move the scan to the origin in the Part Studio, or add it to an assembly, then right click the assembly origin and "create Part… (View Post)1 -
