Pick edges rather than faces (that is trying to fillet all the edges of the face and 5mm is too big). (View Post)1 -

You have to edit the sketch you created rather than create a new one (you can't dimension outside of the sketch) - right-click the sketch in the feature tree and select edit. (View Post)1
