Team Visibility Expansion for Internal Heavy Users

In Enterprise, we are in the process of creating dozens of vendor-specific teams in order to manage their access. We also have approximately 40 heavy users who will be called upon to share with these vendor teams in a very fast-paced environment. The challenge is that our heavy users do not have visibility to available teams unless they are on the team. So that means for every vendor team (of say 2-4 users), we will need to add a list of up to 40 heavy internal users who could potentially come in contact with specific vendors. This will force us to maintain a very elaborate matrix of internal users and vendor connections in our vendor teams. This has already give us some issues with a heavy user requesting to create a team, not knowing that an appropriate team already exists, the internal user just needs to be added to it.
To cut down on this admin burden, could there be an option for specified heavy users to have visibility to all teams already created, even teams they are not on? And also have the ability to assign teams they are not on? Our internal users will have access based on internal team membership regardless. So the vendor teams are ideally built without needing to duplicate all internal resources in each case, predicting all vendor/internal interactions, etc.
