How do I put a hole on the side of a wheel

I need to put 8 symmetrical holes on the side of a wheel but I don't know how
they need to be 3 mm deep and 3 mm in diameter
they need to be 3 mm deep and 3 mm in diameter

That being said, here is an example of what you want:

First, create the cut by making a plane on the outer edge of the wheel, and cutting inward as far as desired:
Then, once we have the cut, use a circular pattern of the two faces created by the cut to create a pattern of 8 cuts around the body:
