How to make a hole normal to a revolved surface

How can a remove-extrude be set up to extrude normal to a surface created by a revolved profile? In this piece all the holes are normal to the top plane, but I'd like some of them normal to the inverted cone surface created by the revolve. I don't see how to draw a circle on that surface.
