whenever I am trying to create a document I always must make it public and there was a weird pop up in the bottom is there any way to remove it or is it part of the new software.

The weird pop-up? Is that the view-only toolbar? This appears when you are viewing somebody else's document and you don't have edit permissions (such as browsing public docs).
