If it is possible to make to-scale drawings only without making the part model in onshape.
What features I can generate the 2D drawings of any component without having to make 3D model for it. Meaning I don't have a 3D model or don't understand making one.

You will draw your 2D drawing in a partStudio sketch. (Model Space/viewport)
Then in the Drawing tab (Paper Space) you can insert the 2D sketch and dimension it.
