Twisting a flat bar

Is there a way to twist a flat bar part by 90°?
This is what I would like to get:

Since I don't know how to do that, I have tried by making two separate parts in perpendicular planes, and then using loft to connect them. But the loft is not good, it is not a smooth bend. This is what I get:

Any ideas on how to do that properly?

In this case, it is easier to build a surface (e.g. mid-surface) of the desired shape and then thicken.
