Export/Move file from once document to another document without need for version

why can you import a file to a document without the need to create a version but to move a file say a .pdf or .step file generated from onshape files in a document to another document you have setup for instance with limited viewing permissions for a stakeholder  you must create a version in the document.

This is really annoying for managing the versions of the document to have better control and understanding of what version of data someone may be working from.

    Once you move it out, a version is required to link it back in.  This is part of how our system works for linked documents.
