I try to do this thing, but I just can not complete at all

Have you looked into the sketching courses in the learning center?
Start by breaking it down into simple objects and build up from there.
I would start by drawing the two circles 4.25 apart. Make sure you add dimensions to those until the blue lines turn black. Then keep adding the other circles, dimension thoes until black.
Then keep moving on into the rest until everything is finished.
