See the fantastic training tutorials above.  Your part is a good basic shape to learn parametric CAD.  You will use sketch, extrude add & remove, fillet, draft, and hole features to make it in Onshape.  Then create a pattern, have a foundry cast it, and a machine shop to finish.

First off — you do need to do what @bruce_williams says

Here’s a little more help. Here’s your part

You need to step through the features list on the left. On the Mac I believe I press the control key and then click on each feature starting at the top, and I select — roll to here — and you could see exactly what’s going on step by step

Edit — There’s one place on the drawing where it shows R13. I didn’t use this. I made things tangent
