When students share files with me, I can edit but not create new parts. When students share files with each other, they can edit and create new parts. What step am I missing so that I can also create parts?

I see you are posting on a free user account, which will not be able to edit private documents, EDU/PRO/Enterprise accounts create private documents by default.
You will need to login with an EDU account or better, or have them make the documents public
