Trying a Clock Ratchet and Wheel assembly with motion

Can you get the parts to move with say a tangent mate of some sort, I have tried it with a tangent mate but will only move within one tooth

Because your ratchet face is cut back sharply, then the ratchet would need to reverse direction for a moment in order to maintain tangency with the pawl.
That make sense?
I have tried a number of fixes like fillets on teeth to give tangent profile plus 1 deg cut back and using just the vertex point on pawl obviously using tangent mate it seems to only go 1 deg in a loop - would you have to have a path like attached and make phantom part? not too sure of profile needed
