I am trying to extrude a line to create the neck of the scooter, the line can be seen to the front. The extrusion will be in the shape of a square to create a square neck. The neck is to be at 45 degrees so should the line be. My concerns are I) is this the right approach? 2) if 1) is true how do i get a 45 degree line at the midpoint of the tip? Please help.

With the extra description you have above, I am not sure what you are after for the location. The line is probably not needed. You can just make the Mate connector at the base of your square neck. Then extrude that. I have modified my copy of your document here. Just kind of guessing what you want. Please explain further if needed (a sketch is always helpful)
Just review the 3 features - you may be able to simplify this by using a Implicit Mate Connector. Mate Connectors are pretty awesome little guys.
Note also the Extrude has a 2nd direction going the same way as first. That is how you can offset the end from the Extrusion plane.

To extrude the neck as a diagonal square tube at 45 degrees, try something like this:
