I haven't made it truly parametric, but if you just make way more iterations of the pattern than you'd ever need before you boolean, then as long as you never go over that number of iterations, you'll be good.
The general idea:
1 - Make a representative cylinder with the correct height/dimension
2 - Make a profile of the wire as if it was unwrapped but still wavy (I used a sketch, an Offset surface, and a pattern)
3 - Use the wrap tool
4 - Thicken that face inward.
I didn't really build in the math for the #iterations_per_rotation variable, so if you change that, it at least breaks the #Gap variable.
