Plane parallel to another plane and tangent to a surface

I have here two 3-point planes which are defined by the intersections of the arc which is the circle and the edge where the fillet starts. I want two planes, parallel to these but tangent to the curve. The goal is to place a sketch on the top plane (the one that is tangent to the curve) and extrude from it, cutting some holes into the feature underneath. I have not discovered any way to do this yet.
Then, having cut the hole (a rectangular hole) into the feature, I want to create a plane offset from it, about 2mm from the back of the hole, moving towards the front of the picture. I want to use this plane to propagate a geometric in the (light-colored) tilt mechanism so I can cut another hole in the correct place. There will also be a symmetric hole in the opposite side.
The feature that is the funny bulge is going to hold a Hall sensor. The feature cut into the rotating tilt mechanism is going to hold a neodymium magnet. When the unit is powered down, the tilt mechanism will flop to one side or the others; this will help me detect which side it has flopped to. It will also inform me when I have hit the stop, acting as a solid-state limit switch. The idea is when the unit powers up, it will detect which way it has to move the tilt mechanism to get approximately vertical (there is a fine calibration that takes place after that). The magnet is very small, and must be placed directly over the sensor. They are separated by about 1mm
