I can't get the extrude function to work for the upper portion of this sketch.

There could be a number of reasons for this.
Sketch isn't closed
Sketch has multiple sections which may need to be selected
The face the sketch is referencing is creating sub sections. (uncheck the inferences option in the sketch)
