Having trouble mating 2 parts in an assembly

I have these 2 parts aligned almost the way they need to be mated. I can not for the life of me figure out what mates to use. I've used a lot of different ones and get weird results every time. The groves won't all line up but that's something I can probably fix. Once these are mated properly I will mate 2 of these assemblies in a similar fashion so they create a continuous loop (Ribbon)
