Fillet extending to unselected edges - tangent propagation off

Hello, I am trying to fillet just this edge, but it always extends regardless of the settings. I tried doing a sweep and a loft as a work around, but I had trouble getting it to look perfect with this geometry.
any fixes or workaround? This feature is very frustrating.

Another way to achieve something similar (and have a smoother transition) is to use the variable fillet option to taper it to nothing at the corner.
