Create terrain surface from set of points

I have a set of points in 3d space (I'm starting with a 5x5 point grid with a "height" at each point) and would like to turn that into a surface. The use case is modelling some terraforming in my front yard. I have some particular access issues and want to see if various changes improve the situation. I saw the topographinator, very cool but I'm not sure if/how it applies here.
Alternatively, to doing it directly in onshape, is there a separate tool to create a surface and then import it from say a DXF file or some such?
