I'm looking for the same question.
Is there any way to move the dimension above the dimension line?
Another question is how to connect the inspect symbol centerline to the dimension line.

When I start with an ISO template the dimension is above the line while ANSI template dimension is in the dimension line.
Oddly, I couldn't find a way to switch location once the drawing had been started with in the drawing properties.
The templates I used are the OS defaults.
Maybe it's too early in the day for me. :(
