circular pattern for features not working?

in Using Onshape
I'm not sure why the circular pattern tool isn't working to create this circular pattern around the rest of the part. I am referring to the part where I have made a cut into the part using the revolve tool. I circled it in red for clarification.

    Make sure the pattern is set to "Feature pattern" and "Reapply features" is checked.
