Roughly how would you create this Part?

Hello
I am new here. I am trying to create a solid model to be 3D printed.
Roughly what steps would you take to create a 3D solid model that looks approximately like this:

I am trying to work 'parametrically' (is that a word?!).
I am thinking the best thing would be to use the Sweep tool, rather than the Fillet tool.
But would I be best to:
a) Work with surfaces first and then (somehow) close the surfaces so as to create a solid. OR
b) Create a collection of solids which I then (somehow) fuse together.
I am also extremely unclear how to fill in that flat square-ish middle bit
Many thanks
J

Yes, that would be my first impression for that type of parametric model.
WAIT, no need for sweep, just extrude + fillet//rami1
