Pullback / Inflate / Deflate a sketch or extrusion

I am making a sign for my classroom door. The idea is to print a base plate in one colour with indented cutouts to fit the text and the school logo which I will print in another colour. You can see the general idea here

To make sure the text/logo parts will fit inside the base plate I need to either shrink the parts slightly or grow the cutouts slightly. A simple transform won't do it, as that changes the size of the part and therefore the position of corners etc. it needs every edge to move perpendicular to the edge - i.e. I need to inflat or deflate the shape by 0.4mm in all directions.
Is there a way to do this in Onshape?

Is it because my logo is made from multiple splines? Could it be having a problem where the splines join?
Multiple places in your splines are causing issues. Try the offset tool in your (tree) sketch to get an idea.
One way you could do it is to work on your splines until you can get them to offset the distance you want. At that point, there would be multiple ways to get the desired end product.
