Tab won't bend

I have a project using sheet metal and I'm trying to see where bends will align with Tabs on the part.

When I follow the instructions, it won't highlight the tabs as a part to bend, regardless of where I place the bend line and what i select as the face, it just bends the whole part.
Has anyone any suggestions?

The "default" doesn't work but it works if you pick "hold line" for the bend alignment. It also works if you decrease the bend radius a lot (which you probably want to do anyway as it doesn't look great):
