Countersink below a counterbore?

Is there a simple way to create a countersink hole for a screw that also has a counterbore above it to account for the thickness of the screw head? Take a look at the sectioned hole in the document below to see what I mean. I created a plane 2mm below the part surface, then started the countersink from the plane down into the part and a simple hole from the plane up to the near surface. You have to match diameters of countersink and hole, which could be a problem if you have lots of holes. I'm hoping for an "offset" of sorts in the countersink menu.

    Sorry, I had three features inadvertently suppressed. The sectioned hole in question is now visible.

    @mark_morgen is this what you had in mind?

    I am not aware of any existing features or feature scripts specifically for recessing countersinks. But there are plenty of possible workflows to accomplish the task. Here is one approach:
