I would like to make the left edge of the 5 x 50 rectangle not just tangent to the 7 mm circle (as it now is), but vertically centered (along its 5 mm edge) to the center line of the concentric circles. I thought midpoint could help, but can't get it to work with the center point of the circles. If you can help, many thanks.

You will have to delete the tangent constraint of the top point.

Add a point to the centre of the vertical line then make that horizontal to the circle centre.
Using the point tool, I hover over the vertical line until the midpoint constraint appears. I click to set the point, then hit escape. I then select the new point (which shows a midpoint constraint symbol), select the circle center, and hit "H." The point moves up to be vertical with the circle center. The rectangle (whose left side the point is presumably constrained to the midpoint of) doesn't move.
You will have to delete the tangent constraint of the top point.
Thanks. That worked, though I don't understand why the tangent constraint limits the vertical movement of the rectangle. The circle can still be tangent to the rectangle even if the horizontal command has changed the rectangle's vertical position.
