can you make a fillet like the red shows

    Depends what the two entities are.  If you have a circle with a line through it, filleting the circle doesn't work, it needs to be split first.



    As it is now two arcs, the fillet between the line and arc can be made.  First select the line to the right of the arc.  Then select the arc above the line.

    When in doubt, just make an arc, and then add in tangent constraints at the ends...
